Existing approaches (e.g., simple allocation keys or manual simulation games) have proven insufficient, overly timeconsuming, or not accepted by stakeholders.

Proposed Solution

Develop an interactive simulation tool (“Route Roulette”) that enables users to allocate resources within a defined network perimeter and instantly visualise the consequences.

The outcome should enable wellfounded, factbased decisions under resource constraints.
